to get the smallest number, we arrange the digits in ascending order as 2, 3, 5 and 9. So, the smallest number is 2359.
To get the greatest number, we arrange the digits in descending order as 9, 5, 3, and 2. So, the greatest number is 9532.

2. Let us take digits -4, 1, 0 and 7.

Arranging the digits in ascending order, we got 0, 1, 4 and 7.

Thus the smallest number is 0147.

But this is not a 4-digit number.

So, rearranging the digits, we get the smallest number is 1047.

Arranging the digits is descending order, we get 7, 4, 1, and 0.

So, the greatest number is 7410.
